Meet Our Founder

Mr. James A. Hammond (November 11, 1929 - May 1, 2019) dedicated his life to advancing civil rights, economic empowerment, and community development for black citizens and other minorities in Tampa, FL. As a military veteran, civil rights activist, businessman, and public servant, he fought for racial equality, education, employment, healthcare, and economic development opportunities for marginalized black communities. His lifelong mission culminated into the formation of Tampa-Hillsborough Action Plan, Inc. (THAP) in 1987.

Our Legacy

Our roots trace back to Mr. James A. Hammond, a visionary leader whose courage and determination laid the foundation for the powerful mission Tampa-Hillsborough Action Plan, Inc. carries forward today.

 

Mr. Hammond didn't accept inequality as permanent. He transformed struggle into opportunities.  His tireless pursuit of justice, economic empowerment, and community strength continues to inspire our work, driving us to create lasting and meaningful change.

WHY WE EXIST

At Tampa-Hillsborough Action Plan Inc., we exist to build lasting and tangible solutions that build minority and underserved communities to rise above systemic barriers.  We equip individuals and families with the essential tools and support needed to build a sustainable future. 

 

THAP is an Architect of Opportunities.  We match needs in the community with community partners that work collectively with THAP to meet the needs.  Through each service, from housing to healthcare, we don't just provide temporary relief.   We advance economic mobility through The 5508 Marketplace, provide affordable healthcare access through Synergy Health Center, and support housing stability through Coastal Bay Properties mixed rate housing.
